Mr. Jim Herron February 20, 1984 Page 3
S. WILDLIFE (See Coal Basin Permit Vol 6, Section I)
This area has been used since 1903 for cattle grazing. The Suteys
built a cabin on the 90 acres and "proved up" their homestead in 1920.
The area has some deer and elk summer grazing in conjunction with the
cattle. This area surrounding the 90 acres is used by the Cattle Asso-
ciation on a two-year rotational basis. Access will be made available
for the Cattle Association to go through the 90 acres to reach Federal
leases.
IMPACT ON WILDLIFE
From Mid-Continent's past experience, the deer and elk would not
be impacted by this project. Deer and elk can be seen feeding on the
edge and crossing over the old refuse pile on almost any given day of
the summer.
The area of the new waste pile does not lie in a critical
habitat (i.e., calving area) for either deer or elk, and is thought
to be of negligible impact on the wildlife of the area.
6. ROADS (4.03)
We feel that all the requirements of 4.03 will be met. Temporary
erosion control measures will be implemented, using straw or hay, and
road berms will be maintained. The entire area will also be controlled
by sediment ponds which will be constructed first.
7. POST-MINING LAND USE
The post-mining land use is the same as the entire Coal Basin permit
application:
A. Recreation
B. Fish and wildlife habitat
C. Rangeland
The alternate land use will be a ski area.
8. HYDROLOGIC IMPACT
A hydrologic baseline study of surface and groundwater has been in
progress from March 1983. This program will continue through the life of
the pile. See enclosed data from 1983.
9. CHANGES IN COAL BASIN PERMIT C-017-81
The appropriate changes will be made on maps and verbage in the permit.
If you need more information, please call.
Sincerely,
DWBowman:ms Environmental Coordinator
Enclosures
