Permit Revision <br /> Application - Coal Processing Waste Disposal Structure <br /> Pursuant to your request, I have reviewed the geotechnically-related portions <br /> of the application amendments submitted in response to our earlier adequacy <br /> comments regarding the proposal to construct an underground development waste <br /> pile on the Sutey parcel . My adequacy comments were submitted to you in two <br /> documents; my original memo to you of June 27, 1984, and a supplemental memo <br /> to you of July 12, 1984. <br /> My original memo of June 27, 1984 contained three deficiencies requiring <br /> resolution: <br /> (1) I requested the completion of a pseudo-static slope stability <br /> analysis. The applicant has properly amended Section H of the <br /> application to include an appropriate pseudo-static analysis. That <br /> analysis applied an acceleration factor of .05g, resulting in a minimum <br /> pseudo-static safety factor of 1 .3 for the pile, which is acceptable. <br /> (2) I requested a brief contingency reclamation plan be prepared for <br /> implementation in the event that construction of the pile were to cease <br /> after the five year configuration had been achieved. The amended <br /> application presents an acceptable reclamation description for the <br /> contingency situation and should facilitate the necessary bonding <br /> determinations. <br /> (3) The certification statement contained on the cover page of Section G of <br /> the permit revision application lacked the signature of the certifying <br /> professional .
