It, of course, could not be
included as part of the permit area. Also, at that time we were
processing an 869 acre land exchange application with the Forest
Service that would have expanded fee land holdings around the
preparation plant area and around the numbers 1, 3 and 4 mine
portals. These areas were included within the permit boundary.
This program was not approved at the Washington level , but we are
now assured of the acquisition from the Forest Service of a 155
acre parcel encompassing primarily the rock tunnel portal complex
and the mile long overland conveyor system. This, together with
property already owned at the site of the preparation plant and
the Sutey parcel will contain all the facilities of the district
headquarters, preparation plant, tunnel portal complex, overland
conveyor system and the coal refuse disposal area. Obviously,
the permit boundary in this area needs to be adjusted to reflect
the current disturbed areas and land holdings situation. In
addition to the permit area containing only fee land in this
area, we now need to include a 15 acre parcel where sediment
ponds 001 a-d are located which is now outside the adjusted fee
land boundary and for which we hold a Forest Service special use
permit.
