Box 158 <br /> Carbondale, Colorado 81623 <br /> RE: Coal Basin Permit Revision - File No. C-017-81 <br /> Dear Mr. Bowman: <br /> Upon reviewing your permit revision for a new refuse pile dated March 16, <br /> 1984, the staff has determined that it is incomplete under the Colorado <br /> Surface Coal Mining Reclamation Act, C.R.S. 34-13-101 et seq. <br /> The following items must be submitted in order for the application to be <br /> deemed complete for the purposes of filing: <br /> 1 . A description of the ground water system which includes the following: A. <br /> The depth of the ground water below the surface; B. The horizontal extent of <br /> the water table; and C. A description of the recharge, storage,+discharge <br /> characteristics of the alluvial aquifer. <br /> 2. Sufficient information to identify the seasonal variations in the quality <br /> of water in the alluvial aquifer must be submitted. Only one analysis of down <br /> gradient well E-1 was submitted. Additional information collected from this <br /> well or properly extrapolated data must submitted. <br /> 3. Designs of the proposed conveyor system must be given. This must include <br /> a description of the proposed sediment control measures for drainage from that <br /> portion of the conveyor not contained by sediment ponds . <br /> 4. It appears that an alternate access road for hauling coal processing waste <br /> is proposed. Information addressing the appropriate sections of Rule 4.03.2 <br /> must be submitted. <br /> 5.
