Permit C-81-017 (Revoked) <br /> Dear Mr. Waldron: <br /> Mid-Continent Resources, Inc. requests a revision to Permit C-81-017. Although the <br /> permit has been revoked, the board has ordered that Mid-Continent proceed with <br /> reclamation in accordance with the approved plan in the permit. <br /> TR-24 would amend the approved plan in that it provides for removal or disengagement <br /> of most culverts from the road system, and removal of ditches along the cut slopes, <br /> whereas the current plan says they will be left in place. <br /> This revision is proposed in consideration of the tendency of concentrated flows, such <br /> as occurs in ditches and culverts, to be erosive in the steep slopes and erosive soils of <br /> Coal Basin. The most effective means to deal with such an effect is to eliminate the <br /> source of concentrated flows. The objective of the plan for final reclamation will be <br /> diffusion of flows, restoration of natural drainage patterns. <br /> It should be noted that a prior revision (PR-03) dealt with measures to be taken by <br /> Crystal Springs Coal, Inc. to control erosion on the roads with resumption of mining. <br /> However, Crystal Springs Coal, Inc. did not finalize the transaction, and mining has not <br /> resumed. Further consideration has been given to the issues raised by the <br /> MLRD/LISFS Joint Inspection, given that the situation and prospective uses of the <br /> roads have changed. Hence, TR-24. <br />
