Box 1298 <br /> Glenwood Springs, CO 81602 <br /> The Division has directed that Mid-Continent Resources submit a plan which addresses <br /> erosion related to the mine roads, including suggested remedies to be implemented to <br /> meet the regulatory requirement that erosion/sedimentation be controlled to the extent <br /> possible. <br /> Measures to be taken by Mid-Continent, as proposed in Technical Revision #24,1 <br /> herein requested, would be carried out in the reclamation work to be performed in the <br /> coming several years. A previous revision to the permit (PR-03) dealt primarily with <br /> interim measures to be taken in connection with resumption of operations. As Mid- <br /> Continent has since determined that there is no reasonable likelihood that mining will <br /> resume at Coal Basin, and has begun the work of final reclamation of the mine site, the <br /> revisions contained in PR-03 have ceased to be appropriate to the situation. <br /> TR-24 deals with revisions to the approved plan for final reclamation, and is based on <br /> consideration of whether concepts and approaches suggested in more recent years <br /> should be incorporated into the final plan. Absent approval of TR-24, the plan for road <br /> reclamation will be implemented as previously approved and contained in Permit C-81- <br /> 017. <br /> The Roads/Back_ground <br /> A network of roads extends from the central facilities area, situated at 8,000' elevation, <br /> to the five mine portals developed at coal outcrop, which occurs interbedded with near <br /> vertical cliffs of sandstone in the upper reaches of Coal Basin, at approximately 10,000' <br /> elevation. These roads were developed and maintained for coal haulage, which began <br /> in the 195Os and continued until 1987, when completion of a twin-adit system which <br /> served as the major transportation artery until closure of the mine. <br /> A geotechnical study of the haul roads and mine benches 2 by Geo-Hydro, in 1983, <br /> noted: <br /> 1 Permit C-81-017 has been,revoked, and the Mined Land Reclamation Board has directed that <br /> reclamation be performed according to the previously- approved plan contained in the permit. <br /> The Division has determined that some revision to the plan may be acceptable in the interest of <br /> achieving the most effective reclamation, and that the technical revision process can be used as <br /> an orderly procedure for review and approval of revisions to the plan. <br /> 2 Reclamation of Haul Roads and Mine Benches, Coal Basin Mines.
