Compliance With Mine Plan N - Support Facilities Not On -site <br />R - Other N - Special Categories Of Mining <br />N - Processing Waste N - Topsoil <br />COMMENTS <br />This was an OSM special focus inspection conducted by Jim Stark of the Colorado Division of Reclamation, <br />Mining and Safety. Christine Belka of the Office of Surface Mining accompanied me on the inspection. The <br />purpose of the special focus inspection was to assess whether the State is preventing off -site impacts at revoked <br />mine sites. The Hawk's Nest Mine is a revoked site and the reclamation was completed by the Division in the <br />early 1990's. There are no bond monies remaining for the Hawk's Nest Mine. The weather was warm and sunny <br />and the ground was dry. <br />BACKFILL and GRADING — Rule 4.14 Contemporaneous Reclamation 4.14.1; Approximate Original Contour <br />4.14.2; Highwall Elimination 4.14.1(2)(f); Steep Slopes 4.14.2, 4.27; Handling of Acid and Toxic Materials <br />4.14.3; Stabilization of Rills and Gullies 4.14.6: <br />- The backfilled and regraded east mine area was stable at the time of the inspection. The area above old Highway <br />133 showed no signs of settling, slumping or cracking. There was a small slump immediately to the west of the <br />reclaimed area but it has not affected the reclamation. The area below old Highway 133 did not show any signs of <br />slumping, settling or cracking either. There were several small pits dug with a backhoe for infiltration tests. The <br />area has been staked for the proposed new Ragged Mountain Fire Protection District station. The station will be <br />approximately 7,000 square feet and will include a basement. <br />- The bleeder entry area was stable at the time of the inspection. There were no signs of any slumping, settling or <br />cracking in the backfilled slope. <br />- The west mine area was stable at the time of the inspection. This area has two parts, above and below old <br />Highway 133. Neither area showed any signs of slumping, settling or cracking. <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />- The lower area of the east mine area is well vegetated and stable, with no erosional problems noted. There is a <br />large berm (approximately two feet in height) along the lower edge of the reclaimed area. This berm directs <br />surface water flow to a single location for discharge into the North Fork of the Gunnison River. There was no <br />sediment at this location and no signs of any off -site impacts as a result of the reclamation at the site.
