June 5, 2012 C- 1992- 08I/Hayden Gulch Loadout JLE <br />Monitoring 4.05.13; Surface Water Monitoring 4.05.13; Drainage — Acid and Toxic Materials 4.05.8; <br />Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />Where Ditch 8 meets Ditch 3, soil material is blocking the drainage and the ditch needs to be repaired to establish <br />drainage to the Rail Loop Pond. <br />Ditch 3 adjacent to the rail line on the south side is not draining toward the Rail Loop Pond. Instead the water <br />appears to be pooling in the middle of the ditch at the base of the rail line. This ditch needs to be repaired to <br />establish positive drainage to Rail Loop Pond. <br />During the May 2012 inspection, it was noted that a portion of the affected area southeast of the Truck Loop pond <br />is not draining into a sediment control basin. This portion of the site was the location of a haul road embankment <br />and is exempt from needing to drain into a designated basin pursuant to Rule 4.05.2(4). <br />The Truck Loop Pond was holding water but was not discharging. The embankment was stable and vegetated. <br />The Rail Loop Pond was dry and was not discharging. The embankment was stable and vegetated. <br />ROADS — Rule 4.03; Construction 4.03.1(3)/4.03.2(3) Drainage 4.03.1(4)/4.03.2(4); Surfacing and <br />Maintenance4.03.1(5) and (6)/4.03.2(5) and (6); Reclamation 4.03.1(7)/4.03.2(7): <br />The Tie Across Haul Road was driven. The road has been surfaced and maintained. <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />The 2011 annual reclamation report indicates the Phase I bond release (SL 1) area was seeded last year. Several <br />grass species have begun to establish. The cover grass crop has germinated and is growing. Penny Cress and <br />other annuals species were observed. <br />TOPSOIL — Rule 4.06 <br />Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution 4.06.4: <br />The Topsoil Pile 2 area was walked, the pile was seeded and some grass has begun to establish. Several annual <br />species have germinated. Houndstongue, a noxious weed was observed along the fence line boarding the topsoil <br />pile to the south. The Operator will need to monitor the area and treat this weed to prevent it from establishing on <br />the topsoil. <br />Many of the topsoil piles were observed from the Tie Across Haul Road.
