Dept. of Natursi Risoureas
ATTENTION: Candace M. Thompson
RE: Sedimentation Ponds Inspection, January 85
GENTLEMEN:
On January 28 , 29 and 30 an inspection was made of all
sedimentation ponds located within Mid Continent Resources Coal
Basin mining area and Carbondale loadout area. The inspection
was performed by Wesley Huff , Hydrologist and Tom Johansen,
P .E . , both experienced in ponds construction, maintenance and
inspection.
The purpose of the inspection was to ensure that the structures
were stable and hazard-free and to satisfy the requirements
of Rules 4 .05 .E (11) (c) and 4 . 05 .9 (10) (b) of the Colorado Mined
Land Reclamation Division. The inspection consisted of a visual
examination of embankments , spillways and outlets; estimates
of water and sediment levels and measurement of discharge volume.
During the time of inspection a heavy blanket of snow,
ranging from 1/12 to 6 feet in thickness , covered the ground
surfaces making a thorough examination impossible. Nos 4 and
5 Mines are temporarily closed and unmaintained access roads
prohibited pond inspections in these areas. Several ponds had
to be visibly examined from a distant roadway. A walkaround
reconnaissance of embankments and spillways were made wherever
possible. Water levels were , in most cases estimated, based
on observations and knowledge of conditions existing during
the fall season. Sedimentation levels were estimated based
on last cleanout date and knowledge of seasonal inflow. The
flow from two ponds , known to be discharging , were measured
and samples were taken.
There are a total of 34 registered ponds within the Coal
Basin sedimentation control area and pond , by the Carbondale
loadout dock. The attached table summarizes the status of each
at the time of inspection.
