SENT BY=WSC 3- 8-95 :11=560 3036725622- 5U5 76b2bU�J:g V 5 <br /> 141DCQNTINENT NINE <br /> t.OWER DUTCH CREEK STREAM CHANNEL RECONSTRUCTION <br /> WESTERN_ SUPPORT CENTER DESIGN EFFORT REOUTREMENTS AND <br /> ESTIMATED ON-THE-GROUND COSTS <br /> At the Midcontinent mine near Redstone, CO, two segments of lower <br /> Dutch Creek near the facilities area require substantial <br /> reclamation in order to function acceptably for the long term and <br /> to meet OSM's minimum Title V requirements. This short outline <br /> explains in simplest terms: 1) the effort that OSM must undertake <br /> in order to design the reclamation specifications and provide the <br /> state of Colorado a "bid package. "; and 2) the estimated cost to <br /> complete the on-the-ground stream channel reclamation. <br /> Regarding item 1) above, OSM personnel would need to: <br /> A) make one or two one-week site visits between late April and <br /> early June, 1995 (hydrologist, ecologist, soil scientist) to: <br /> 1) . Survey the lower facilities area, including lower Dutch <br /> creek and Coal creek. GPS surveying equipment will likely <br /> be required; <br /> 2) . Target and measure specific local rock sources to line <br /> the reconstructed stream channel; <br /> 3) . Evaluate local vegetation, soil and stream channels in <br /> order to make the reclamation plan "site-compatible"; <br /> 8) input survey data into earthVision software (TIPS reclamation <br /> specialist) ; <br /> C) create surface models of the existing and proposed land <br /> surface near the facilities area, and refine volumetric estimates <br /> (TIPS reclamation specialist) ; and <br /> D) generate design specifications (TIPS reclamation specialist <br /> and individual discipline experts) : <br /> 1) existing and proposed topography, soils and vegetation <br /> maps; <br /> 2) cross-sections of existing and proposed topography; <br /> 3) channel hydraulic/geomorphic design specifications. <br /> Regarding item 2) from the opening paragraph, an estimated cost <br /> for the on-the-ground reclamation work is attached. Please <br /> understand that the proposed costs are the best estimates from <br /> our currently available information and could be subject to a <br /> dramatic change, depending on the field investigations. It is <br /> considered more likely that the reclamation costs will be less <br /> than the attached costs rather than more. <br />
