SPECIAL CONDITIONS
Coal Basin Mine/Huntsman Project
PKA-8-417
PROJECT LOCATION
The project site is located four miles west of Redstone in Pitkin County, Colorado. The mine is
accessed by way of a paved service road. Roads on the mine property are dirt (Map 1, General
Location).
WORK SUMMARY
The project work will include removal of coal wash plant reject (refuse) material from an existing
refuse disposal area. The overly steep north facing slope of the refuse disposal area will be cut
back to a less steep configuration. Excavated material will be used as fill material at the refuse
area, and at a designated disposal area west of the cut area. Upon completion of earth work,
the cut slope will top soiled and revegetated. Silt fence may be erected at the base of the cut
slope to minimize sediment transportation from the construction site. Trees and shrub cuttings
will be planted within the Project Area.
This project is funded by Abandoned Mined Land Fees, and will be conducted on a coal mine
site which was previously permitted by the State of Colorado, Division of Minerals and Geology.
The portion of the coal refuse disposal facility which is addressed by this Project was
constructed prior to August 3, 1977, and is therefore eligible for funding by Abandoned Mined
Land Fees. Reclamation of portions of the mine site which were affected after August 3, 1977 is
separately funded. Activities on those lands are addressed in other Invitation to Bid documents.
PRE-BID MEETING AND SITE SHOWING
A mandatory pre-bid meeting and site showing will be held at 10:30 a.m. on June 16, 1998. The
Pre-Bid Meeting will begin at the Coke Ovens on Highway 133 opposite the south entrance to
Redstone, in western Pitkin County (Map 2, Pre-Bid Meeting Location).
The Pre-Bid Meeting is for the purpose of showing prospective bidders the work site and vicinity.
Bidders are advised to be prompt. A sign-in sheet will be available at the Pre-Bid meeting for
firms to register their attendance. It is the bidder's responsibility to make certain their attendance
is recorded on the sign-in sheet. Failure to sign-in or to attend the entire meeting will be cause
for rejection of a bid.
Bidders are cautioned that, notwithstanding any remarks or clarifications given at this meeting
and site showing, all terms and conditions of the contract documents remain unchanged unless
they are changed by written amendment issued by the OWNER. If the answers to questions, or
any amendment to the contract documents create ambiguities, it is the responsibility of the
bidder to seek clarification prior to submitting a bid.
BID OPENING DATE
The bid opening date for this project is July 2, 1998 at 2:30 p.m.
1
