CONTRACTOR shall apply specified chemical herbicide treatments for the purpose of <br /> controlling noxious weed infestations at the Coal Basin Mine. The species of noxious <br /> weeds to be managed at this location include Plumeless thistle (Carduus acanthoides), <br /> Canada thistle (Cirsium arvense) and Houndstongue (Cynoglossum officinale). <br /> CONTRACTOR shall provide all equipment and labor necessary to accomplish <br /> application throughout the project area. PROJECT MANAGER will provide the <br /> chemicals to be applied. Sufficient quantities of Tordon, 2-4-D and possibly Banvill will <br /> be provided to CONTRACTOR on the first day of the Project. CONTRACTOR will be <br /> responsible for properly securing chemicals until Project completion. CONTRACTOR shall <br /> apply the herbicides provided at the rate of application specified by manufacturer. <br /> Upon completion, CONTRACTOR shall return all unused quantities of herbicides in their <br /> original packaging to PROJECT MANAGER. <br /> Note that a clean water source may not be readily available at the mine site. Potable <br /> water may be available in Redstone. <br /> Treatment using conventional application methods, such as spraying from truck, all <br /> terrain vehicle or back pack mounted equipment is acceptable, given the limitations of <br /> access and reclaimed lands. Aerial application is not permissible without prior consent <br /> of PROJECT MANAGER in consultation with the Pitkin County Land Manager. <br /> Application shall NOT occur within forty eight(48) hours of predicted significant rain or <br /> snow fall. Application shall not occur if wind speeds at the application area exceed <br /> fifteen (15) miles per hour. CONTRACTOR must provide a wind speed measurement <br /> device, and maintain it in an operating condition throughout the duration of the Project. <br /> CONTRACTOR shall keep thorough and accurate records throughout the duration of the <br /> project. Records shall indicate material applied, dilution factor, application rate per <br /> acre, ambient air temperature (at 9:00 a.m., noon and 3:00 p.m.)and wind speed (at <br /> 9:00 a.m., noon, 3:00 and 5:00 p.m.). <br /> CONTRACTOR shall conform to all applicable environmental and safety standards given <br /> application methods, duration and products. CONTRACTOR shall not clean and dispose <br /> of unused or remnant materials in a manner which is deemed to be deleterious to <br /> environmental resources of the area. Failure to conform to these specifications shall <br /> result in immediate suspension of contract. <br /> Because the infested areas are adjacent to public use areas, CONTRACTOR shall post <br /> signs along the perimeter of treatment areas ten (10) days in advance of treatment. <br /> PROJECT MANAGER will remove the signs following completion of the Project. The signs <br /> shall be posted at three-hundred foot(300') intervals, and shall include the following <br /> information: <br /> Notice of intent to apply weed control chemicals; <br /> Warning not to enter area three days prior to, and ten days after planned <br /> application date; <br /> Estimated date of application; <br /> Common name of material to be applied; <br /> Contractor name and phone number; <br /> "Project administered by Colorado Division of Minerals and Geology in <br /> conjunction with the Pitkin County Land Manager.
