David Buckner Executive Director <br /> Michael B.Long <br /> FROM: Steve Renner Division Director <br /> DATE: February 19, 1999 <br /> RE; Draft Report - Comments on Revegetation at the Coal Basin Mine <br /> Jim McArdle, Dave Bucknam, Cheryl Linden and myself have all reviewed the draft report and <br /> provide the following comments. We would like to have a final Draft by March 12, 1999. Please let <br /> me know whether this is feasible. <br /> There are several issues which we would like you to address, to the extent you are able to do so. <br /> 1) It would be helpful for you to include in your report a more detailed introduction, including a <br /> specific description of the site conditions you observed, the extent to which the steepness of <br /> the mine bench outslopes is due to the deposition of overcast materials in these locations; the <br /> degree of surficial instability, which is expressed as erosion on the slopes; the extent to which <br /> instability may be controllable by establishment of vegetative cover; the extent to which <br /> establishment of vegetative cover is feasible, given MCR test plot data and given the <br /> Division's revegetation demonstrations at various locations. Please address the degree of <br /> necessity to accomplish revegetation, given ecological considerations, permit obligations an(' <br /> whether revegetation of the mine bench outslopes and road cut and fill slopes should be <br /> undertaken using the best technology and practices applicable to the site and conditions, <br /> given all of the above factors. <br /> 2) Please provide a more exhaustive explanation regarding the difficulties of high altitude <br /> revegetation, particularly at highly disturbed sites. Please include in your discussion the <br /> feasibility of achieving a reasonably successful vegetative cover and whether the Division's <br /> revegetation demonstrations show signs of success. <br /> 3) The points made in Items 1 and 2 above were briefly touched upon in the draft report. Please <br /> expand upon those discussions in the body of the report, again given your experiences and <br /> site conditions as a basis for these conclusions. <br /> 4) Where you agree with our revegetation procedures, please clearly state so. When you <br /> disagree with either the "Lewicki or Savage Reports", please clearly state so. It would be <br /> helpful for you to briefly summarize or restate the pertinent portion of the "Lewicki or Savage <br />
