MCR seems to believe that, since default/abandonment, they <br /> somehow have the moral or legal authority to argue against the feasibility of <br /> mining coal in Coal Basin given the reality of the requirements of SMCRA and <br /> prusuant regulations. <br /> "Soil creep" refered to in both the Savage and GLA reviews I take to be a very <br /> general refernce to a variety of processes in which soil particles end up moving <br /> downslope over time. To varying degrees, these process are active on almost <br /> all reclamation sites. At high altitude and on extremely steep slopes such as <br /> attend the Coal Basin abandoned coal mine these processes are among the <br /> many that oppose but do not preclude the prospects of successful <br /> revegetation. <br /> 19 <br />
