(Cotter) requests that the current discharge location, 39° 50' 38.93" <br />latitude North and 105° 16' 39.91" longitude West, specified in the Authorization to Discharge <br />Under the Colorado Discharge Permit System Permit No. CO 0001244 be changed to 390 50' <br />30.62" latitude North and 105° 16' 35.29" longitude West. The purpose of this change is to <br />improve water quality in Ralston Creek. The proposed location is some 400 feet to the southeast <br />of the current location. Enclosed is a map (Figure 1) of the current and proposed discharge <br />location. <br />The current discharge location is located in the creek bed adjacent to the permitted <br />Schwartzwalder Mine. As the water flows from the current discharge location to the lower <br />property boundary where Ralston Creek exits Cotter property, the discharge water appears to be <br />increasing in uranium content. Cotter believes that, by relocating the discharge point, the total <br />uranium loading in Ralston Creek at the lower property boundary will be reduced, resulting in <br />the concentration of uranium in Ralston Creek at the lower property boundary continuing to be <br />less than the drinking water standard of 30 µg/L. <br />If you have any questions, please contact me at 719 - 275 -7413 (ext. 202). <br />Sincerely, <br />� � U <br />John S.
