Hickenlooper <br />Governor <br />Mike King <br />Executive Director <br />Loretta Pineda <br />Director <br />Based on the complete bond release inspection conducted on May 30, 2012 several issues were observed <br />that will need to be addressed for the Phase III bond release (SU) for the Hamilton Mine. <br />Permit Section 2.05.6 (3) Water Monitoring Plan <br />1.) As you are aware, Honeywood is required to complete the water monitoring plan as outlined in <br />section 2.05.6(3) of the permit and demonstrate damages to the hydrologic balance have not occurred. <br />Rule 4.07.1(1) Monitoring Well Abandonment <br />2.) There appears to be seven alluvial wells that have been monitored in the past for the Hamilton Mine. <br />Alluvial Wells 1 and 2 were monitored until 1990 and Alluvial Wells 3 -7 were monitored through 1998 <br />until cessation of monitoring was approved in 1999. Also, three bedrock monitoring wells are in place. <br />The Division could not find any record these wells have been properly abandoned and sealed, and some <br />of these wells are required to be monitored prior to full site release. An attempt was made to ascertain <br />the status of the alluvial wells reported to have been destroyed in a local flood (AW -4, 5, 6, & 7) during <br />the May 30, 2012 site inspection. The wells in question are located on Reams Construction property. <br />Based on the inspection it appears several of these wells are still intact. <br />In accordance with Rule 4.07.1(1) each well shall be plugged, sealed or otherwise managed, as approved <br />by the Division to prevent acid or other toxic drainage from entering ground or surface waters; minimize <br />disturbance to the prevailing hydrologic balance; and ensure the safety of people, livestock, fish and <br />wildlife and machinery in the permit and adjacent areas. Given this, Honeywood will need to gain <br />access and document the conditions of all the monitoring wells. This information will need to be <br />submitted to the Division. All of the monitoring wells (AW 1,2,3,4,5,6,7 and BW 1,2,3) will need to be <br />abandoned and sealed in accordance with Rule 4.07 as discussed above. Or, if the landowners desire for <br />these wells to remain in place, in accordance with Rule 4.05.14 the wells can be transferred to their <br />control and a well permit must be obtained from the State Engineer. <br />Office of Office of <br />Mined Land Reclamation Denver • Grand Junction • Durango Active and Inactive Mines <br />
