foot was agreed upon. <br />Bogue Construction was also directed to remove accumulated steel <br />and miscellaneous junk adjacent to the concrete channel and to then <br />construct an emergency channel. This was accomplished with the 850 <br />dozer on June 9, 1995. <br />On June 17, 1995 during heavy rains at the site, it was discovered <br />that the sump which drains the eastern portion of the facilities <br />area was blocked. Previous to this discovery, contact with Mid - <br />Continent officials were unsuccessfully attempted. It was observed <br />that the facilities area east of the main access road was becoming <br />flooded and that the berm north west of the sump had partially <br />breached. There was a concern that further rainfall would result <br />in a serious breach of the containment berm with discharge <br />reporting to Coal Creek. Bogue Construction was directed to open <br />the clogged sump discharge pipe. This was initially attempted with <br />the 690 backhoe, however it had to be diverted to maintain the <br />cement channel.
