<br /> SUBJEC : Recommendation for Approval of Mid-Continent Resources's Coal
<br /> Basin Mines Mining Plan, as Modified, Pitkin County, Colorado,
<br /> Federal Leases: C-0125457, C-011646, C-09004, C-09005,
<br /> C-0115606, C-0125456, C-030345, and C-012640
<br /> I. Recommendation
<br /> I recommend approval with conditions of the Mid-Continent
<br /> Resources's Coal Basin mines mining plan, as modified. Approval of
<br /> this mining plan, as modified, will supersede the mining plan
<br /> approved on July 29, 1983, for the existing Coal Basin underground
<br /> mines. My recommendation is based on the complete permit
<br /> application package (PAP), updated to November 27, 1985, an
<br /> environmental assessment of the proposed mining and reclamation
<br /> operations and alternatives prepared by the Office of Surface Mining
<br /> Reclamation and Enforcement (OSMRE), a technical analysis by
<br /> Colorado Mined Land Reclamation Division (MLRD), and the
<br /> administrative record. Approval of the mining plan, as modified,
<br /> will authorize mining of approximately 40,000,000 additional tons of
<br /> Federal coal by adding 4,125 acres, including 2,362 acres of Federal
<br /> coal, within the mining plan area which covers 11,340 acres within
<br /> Federal leases C-012457, C-011646, C-09004, C-09005, C-0115606,
<br /> C-0125436, C-030345, and C-012640, as shown on the map included with
<br /> this memorandum.
<br /> In conjunction with OSMRE's processing of this mining plan, as
<br /> modified, OSMRE also reviewed the previously approved mining plan
<br /> and the Federal permit number CO-0011 issued on July 29, 1983, for
<br /> the Coal Basin mines. All terms and conditions of the Federal
<br /> permit will be covered by the Colorado permit number C-017-81 and
<br /> the mining plan approval document. Because the Secretary of the
<br /> Interior and the State of Colorado have entered into a cooperative
<br /> agreement which provides for the delegation to the State of the
