Prudent and practical <br />engineering would not recommend such an effort. <br />In light of all the above items, I strongly and unequivocally <br />reject the notion of restoring the roads to their original contour. <br />I believe it is a notion that lacks engineering and environmental <br />sense. Furthermore, since the mine portal areas are similar in <br />slope but have a much greater length of slope, it is probable that <br />they will be less stable than the roads if restored to original <br />contour, therefore, a partial backfill plan must be made that <br />utilizes reasonably available material for these areas as well. <br />As a professional engineer with 15 years of experience in <br />construction, coal mine reclamation and slope stability, I certify <br />that the report herein was prepared by me and that it is accurate <br />to the best of my knowledge and belief. <br />22 <br />,/7/1 <br />
