General garbage was dumped at two locations on the
property (Photographs 4 and 5) . Several partially full
to empty cans of spray paint, spray lubricating oil,
and spray penetrating solvents, were observed inside of
buildings and in the two trash heaps. Other trash was
picked up by an independent contractor who disposed of
the materials at the local county landfill site. This
landfill is located approximately 2 miles north of the
site. The landfill closed as of June 30, 1993 . One
lead acid battery was observed sitting outside of the
west door of the secondary crushing and bagging
facility (Photograph 11) . At least five 5 gallon
buckets of waste oil were noticed both inside and
outside of the buildings. The site also generated a
small amount of sewage which was discharged into a
septic system located on the property.
Hazardous Substance Storage: A variety of chemicals and
petroleum products were stored on site for use in past
operations. Currently, numerous (at least 25) empty
and partially full 55-gal drums may be observed on site
(Photographs 12 and 13) . Most drums were not labeled
and the contents are unknown. About 10 of the drums
were labeled as either motor oil or hydraulic oil. If
these drums are waste products of past industrial
operations, they are likely being stored in violation
of current law. Dry chemical fire extinquishers were
also observed in both buildings, and nine 1 gallon cans
of dry chemical fire extinquisher powder were found in
the shed west of the main building (Photograph 14) .
Process Material Storage: The inspection revealed that
there are several piles of unprocessed "raw" materials
stockpiled outside the buildings, including two large
piles of limestone aggregate, three piles of nahcolite,
and three piles of magnetite (Photographs 15, 16, and
17) . One of the nahcolite piles forms the base of one
of the trash heaps (Photograph 5) . - There are also
several hundred bags of processed product stored inside
of both the main and the secondary building (Photograph
18) .
Asbestos Containing Materials (ACM) : An inspection was
conducted during the site survey and revealed the
following possible ACM. A 15 foot long pipe running
along the west side of the Main building is insulated
with a thermal system insulation in poor condition that
may contain asbestos (Photograph 19) . The two crushing
and bagging buildings are insulated with a fiber board
insulation which may contain asbestos. The roofing
tars used on both buildings could potentially contain
asbestos.
5
