1.0 SUMMARY <br /> 1.1 TERMS OF REFERENCE <br /> R.D. Piland and Associates have completed a Phase 1 Environmental <br /> Site Assessment (assessment) for the State of Colorado of a site <br /> referred to as the Pitkin Iron, Limestone Division Site (site) <br /> Carbondale, Colorado. The assessment was completed in accordance <br /> with the scope of services outlined during the meeting held in <br /> Carbondale May 28, 1993 and the subsequent proposal submitted to <br /> the State on June 2, 1993 . <br /> All work associated with this assessment was completed by Mr. <br /> David R. Smuin P.G. , of R.D. Piland and Associates Consultants. <br /> This report was prepared by Mr. Smuin, and reviewed by Mr. <br /> Piland, in accordance with the internal review policy of the <br /> firm. <br /> 1.2 SUMMARY OF FINDINGS <br /> 1.2.1 Site Description <br /> The site consists of one tract of land, located as shown in <br /> Figure 1. The property address is 1676 County Road 100, <br /> Carbondale, CO 81623 . The tract was unoccupied at the time of <br /> this assessment. It can be described as follows: <br /> The Site is approximately 17. 60 acres in size and is <br /> irregularly shaped. The tract is bordered to the north by <br /> the Denver and Rio Grande Western Railroad, to the south by <br /> open land, to the east by a lumber mill, and to the west by <br /> the Mid-Continent Resources coal loading facility. Only the <br /> eastern property boundary is fenced to limit access, <br /> otherwise the property is accessible by vehicle at two <br /> places where roads cross the railroad tracks. Structures on <br /> the property include a large metal building, a smaller metal <br /> building and four small metal sheds (Figure 2) . The main <br /> building was formerly used by Pitkin Iron as a limestone, <br /> magnetite, and nahcolite crushing and bagging operation <br /> (Photograph 1) . The southeast side of the Main Building was <br /> used for office space (Photograph 2) . A smaller building, <br /> located northwest of the main building, was also used for <br /> crushing and bagging operations (Photograph 3) . <br /> The topography ranges from steeply to moderately sloping. <br /> The steep land is in the southern 7 . 6 acres. The majority <br /> of the area of the property, about 10 acres, consists of an <br /> open, gently sloping, cut and fill area used for aggregate <br /> storage, building locations, equipment parking, and <br /> roadways.
