HYDROGEOLOGIST'S TOXIC AND HAZARDOUS SUBSTANCE <br /> LETTER OF OPINION <br /> The undersigned has provided to and for the benefit of the State of <br /> Colorado an investigation for the existence of toxic and hazardous <br /> substances, as outlined in the attached report dated 13 June 1993 . <br /> It is the opinion of the undersigned that the investigation is a <br /> reasonable inquiry based on the standards of professionals engaged <br /> in similar investigations and the locality of the project. Based <br /> upon this investigation and the resulting environmental site <br /> assessment report which is attached and incorporated herein, the <br /> undersigned believes that, as a result of past property use, there <br /> is a high probability that compressor blowdown oil has contaminated <br /> surface and subsurface soil at concentrations requiring <br /> remediation. There is a low probability that the oil has <br /> contaminated the underlying alluvial aquifer and caused <br /> deterioration of the drinking water source. The oil contamination <br /> in the soil would lead a prudent potential purchaser to carry out <br /> a more detailed investigation prior to acquiring the property. <br /> The undersigned acknowledges and agrees that the State of Colorado <br /> is relying on the contents of this report in deciding financial <br /> matters concerning the subject property. <br /> By: <br /> Name: David R.
