I talked to the Garfield County Planning Office in Glenwood <br /> Springs and they informed me there was no zoning at the location of the <br /> loadout in 19S6. I would assume from its location in relation to the tracks <br /> (installed in 1894) that this area was not used for agriculture or grazing; <br /> this would leave wildlife. as pre-mining land use. <br /> The present zoning is A/I Agriculture or Industrial. The surrounding <br /> area is A/R/RD Agriculture/Residential/Rural Density: The A/I area now has <br /> three major industries on it and the A/R/RD is being broken up and sold for <br /> residences (10 acres±) . <br /> I am sure that in 50 years, at the estimated end of mining, this area <br /> will be inside the city limits of Carbondale and will be industrial or <br /> high-density residential. This property is privately ol"Med by Mid-Continent <br /> Resources and at any time between now and SO years hence, this property <br /> would be put to some commercial use. <br /> No one can foresee that it would ever be returned to its premising land <br /> use of wildlife, but we are willing to say that if all else fails, as an <br /> alternate reclamation plan Mid-Continent would: <br /> 1. Remove all existing structures; <br /> 2. Return the area to approximate original contour; <br /> 3. As no topsoil was stored in 1956, soil amendments including mulch <br /> and fertilizer would be added to sustain an equal vegetation cover <br /> to the surrounding area; <br /> 4. Revegetation would include native grasses (and some introduced <br /> species) , legtunes, shrubs and trees. This area has approximately <br /> 10 to 15 inches of precipitation at an elevation of 61801 and is <br /> typically a semi-arid Pinyon-Juniper-Sage high valley. <br />
