In accordance with the "multiple use" definition
of P . L . 86-517 , Mid-Continent believes that the most
judicious management would emphasize uses for outdoor
recreation, range, and wildlife purposes . Coal Basin
also included outdoor recreation, grazing and wildlife
uses before mining . Since mining began in 1956 ,
Coal Basin has been used for grazing and wildlife
purposes , although operations have tended to curtail
outdoor recreational use .
The land use categories proposed by the applicant ,
as defined by the regulations for coal of the Colorado Mined
Land Reclamation Board , in section 1 . 04 (69)
"Land Use" are :
(g) "Recreation"
(h) "Fish and wildlife habitat"
(k) "Rangeland"
The applicant believes that the proposed uses are
compatible and well suited to the characteristics of
the Coal Basin environment .
B . Natural Conditions in Coal Basin
1 . Climate
Snowfall begins in October and continues through May in
Coal Basin. Further , the snow is plentiful . Records during
the most recent winter -- 1979-1980 -- show 231 inches of
snow.
Temperatures are cool . The average mean temperature
