L . 86-517 , Mid-Continent believes that the most <br /> judicious management would emphasize uses for outdoor <br /> recreation, range, and wildlife purposes . Coal Basin <br /> also included outdoor recreation, grazing and wildlife <br /> uses before mining . Since mining began in 1956 , <br /> Coal Basin has been used for grazing and wildlife <br /> purposes , although operations have tended to curtail <br /> outdoor recreational use . <br /> The land use categories proposed by the applicant , <br /> as defined by the regulations for coal of the Colorado Mined <br /> Land Reclamation Board , in section 1 . 04 (69) <br /> "Land Use" are : <br /> (g) "Recreation" <br /> (h) "Fish and wildlife habitat" <br /> (k) "Rangeland" <br /> The applicant believes that the proposed uses are <br /> compatible and well suited to the characteristics of <br /> the Coal Basin environment . <br /> B .
