I . Acceptability of Proposed Use to Affected Agencies
The Mid-Continent postmining land use plan is con-
sistent with surface owner plans and applicable State and
local land use plans and programs. Surface owners include
Mid-Continent and the U . S . Government . The land is under
management of the U . S . Forest Service . Areas of surface
disturbance are located in Pitkin County .
Prior, present and postmining use of the Coal Basin,
including the permit and mine plan areas , includes multiple-
use management by the U . S . Forest Service for outdoor
recreation, range, timber , watershed , wildlife and fish
purposes .
Mid-Continent operates under a Special Use Permit
issued in 1977 by the Pitkin County Board of County Com-
missioners in Resolution No . 77-60 . The permit is issued
for lands "generally described as the Coal Basin area"
pursuant to Section 7 . 02 a . and b . of the Pitkin County Land
Use Code . The area is zoned (AF-1) Agricultural .
As noted in the permit , scenic disturbances have been
relatively minor due to the underground methods of mining .
Mid-Continent has pledged to Pitkin County that it will
preserve scenic and ecological values through proper methods
of revegetation, refuse disposal, proper utilization of
roadway and mine portal areas , so that postmining uses will
be enhanced .
-40-
