I . Acceptability of Proposed Use to Affected Agencies <br /> The Mid-Continent postmining land use plan is con- <br /> sistent with surface owner plans and applicable State and <br /> local land use plans and programs. Surface owners include <br /> Mid-Continent and the U . S . Government . The land is under <br /> management of the U . S . Forest Service . Areas of surface <br /> disturbance are located in Pitkin County . <br /> Prior, present and postmining use of the Coal Basin, <br /> including the permit and mine plan areas , includes multiple- <br /> use management by the U . S . Forest Service for outdoor <br /> recreation, range, timber , watershed , wildlife and fish <br /> purposes . <br /> Mid-Continent operates under a Special Use Permit <br /> issued in 1977 by the Pitkin County Board of County Com- <br /> missioners in Resolution No . 77-60 . The permit is issued <br /> for lands "generally described as the Coal Basin area" <br /> pursuant to Section 7 . 02 a . and b . of the Pitkin County Land <br /> Use Code . The area is zoned (AF-1) Agricultural . <br /> As noted in the permit , scenic disturbances have been <br /> relatively minor due to the underground methods of mining . <br /> Mid-Continent has pledged to Pitkin County that it will <br /> preserve scenic and ecological values through proper methods <br /> of revegetation, refuse disposal, proper utilization of <br /> roadway and mine portal areas , so that postmining uses will <br /> be enhanced . <br /> -40- <br />
