to ensure that this subsoil meets the criteria for prime farmland. This data is discussed in Section <br />2.05.4(2)(d) Topsoil Redistribution and Attachment 2.05.4(2)(d) -1. <br />Available topsoil that has not been stripped as of February 2008 was determined. These soils were <br />characterized during the Order 1 Soil Survey (I RI, 1998). Table 2.04.9 -8C shows a summary of the <br />results from those soil pits from the 1998 survey that are in unstripped soil as of February 2008. <br />The topsoil and subsoil salvage calculations for the area west of 2700 Road are given below in <br />Table 2.04.9 -9. This Table includes all areas that have been topsoiled west of 2700 Road, all <br />stockpile inventories and all topsoil and subsoil available from undisturbed areas. It is estimated <br />that for non prime soils, 80% of the thickness value from the 1998 survey will be salvaged for Lift <br />A and Lift B and combined together as a Mixed Topsoil. It is estimated that for prime soils, 93% <br />of the thickness value from the 1998 survey will be salvaged for Lift A and Lift B. It is demonstrated <br />in Section 2.05.4(2)(d) Topsoil Redistribution that the soil volumes available are adequate for the <br />reclamation in all current and future disturbed areas. <br />18. 2011 Soil Sampling and Analysis Program <br />In response to requirements by the Colorado Division of Reclamation, Mining, and Safety and the <br />Office of Surface Mining, WFC has contracted Key - Agricultural Services, Inc. (Key -Ag) to prepare <br />and conduct a sampling and analysis plan of the soil material stockpiled on the Morgan property, <br />the undisturbed soil in place on the south and west sides of the mining area, and the Substitute <br />Subsoil Redistribution Area on the eastern side of the Morgan property. <br />The Sampling and Analysis Plan (SAP) prepared by Key -Ag under TR -61 can be found in <br />Attachment 2.04.9 -10. The results from this SAP can be found at the end of the same attachment <br />Sampling occurred in November and December 2011. Field modifications made to the plan are <br />described in a February 14, 2012 Technical Memorandum from Key -Ag, and the Office of Surface <br />Mining's Site Evaluation dated January 18, 2012. These two documents, including Map 2.04.9 -4, <br />which identifies various piles that were sampled, have been added to Appendix 2.04.9 -10 with TR- <br />62. <br />Revised May 2012 (MR -84) 2.04.9 -43 <br />
