An application for Minor Revision No. 84 (MR -84) has been submitted by Western Fuels -
Colorado, LLC. On June 6, 2012, the Division of Reclamation, Mining and Safety considered the
MR -84 application to be complete for the purposes of filing.
A soil Sampling and Analysis Plan (SAP) was developed to evaluate the properties of undisturbed,
stockpiled, and redistributed soils on the Morgan property. This SAP was approved, and
incorporated into the New Horizon Mine permit, under Technical Revision No. 61 (TR -61) on
November 21, 2011. Sampling of the soils was conducted in November and December 2011.
Certain modifications to the approved SAP were made in the field; Technical Revision No. 62
(TR -62), which was approved on April 6, 2012, provided formal documentation of the changes
that were made. With MR -84, the field and laboratory analytical results obtained from the sampled
soils are being incorporated into Section 2.04.9 of the permit.
A copy of the MR -84 application is attached, for your review.
The Surface coal mining operation is on land located approximately 1.7 miles Northwest of Nucla,
Colorado. The permit area is further described as follows:
Sections 25 and 36, Township 47 North, Range 16 West; Section 31, Township 47 North, Range
15 West; Section 6, Township 46 North, Range 15 West; and Section 1, Township 46 North,
Range 16 West.
The above - mentioned tracts of land are shown on USGS 7.5 minute Quadrangle map of Nucla.
