Summary of issues Raised by the Division of Minerals and Geology, <br /> Interested Members of the Public, and Other Agencies During the <br /> Review of Technical Revision TR-14 to the Sunnyside Mine <br /> Reclamation Permit, File No. M-77-378, held by Sunnyside Gold <br /> Corporation, San Juan County, Colorado. <br /> 1. Continuing discharge after bulkhead installation within the <br /> American Tunnel. The American Tunnel bulkhead proposed in TR- <br /> 14 will be placed well within the tunnel, and will impound <br /> only about two-thirds of the existing American Tunnel <br /> discharge. <br /> 2. Potential for emergence of contaminated mine water after <br /> bulkhead installation. <br /> 3 . Criteria (related to number 2 above) that will require action <br /> on the part of Sunnyside Gold. The nature of the contingency <br /> plans that will be in place in the event that unforseen <br /> problems develop during flooding of the mine. <br /> 4. Bulkhead construction performance plan (quality assurance / <br /> quality control) . <br /> 5. Monitoring and reporting plan that will assure adequate <br /> detection of any unforseen problems with flooding of the mine. <br /> 6. Public Notification. Even though technical revision <br /> submittals require minimal notification procedures, the <br /> operator agreed to follow the more effective notice procedures <br /> outlined by the Division. <br /> 7. Removal of underground equipment, facilities, and materials <br /> that could affect water quality of the flooded mine pool. <br /> 8. Potential for failure of the bulkheads in thrust (blow-out <br /> failure) . <br /> 9. Assurance that the bulkheads will remain dry until the <br /> concrete has cured sufficiently. <br /> 10. Water rights issues - input from the Division of Water <br /> Resources. <br /> 11. Ultimate useful life of the Bulkheads. <br /> 12 . Impact of mine flooding on the extant water quality and <br /> quantity in drainages surrounding the mine, particularly the <br /> Upper Animas - input from the Water Quality Control Division <br /> and from the Mayor of Silverton. <br /> 13. The potential economic impact on San Juan County and the town <br /> of Silverton of flooding the mine, thus making it difficult, <br /> if not impossible to reopen the workings for future mineral <br /> extraction. <br />
