to represent the mechanism for final reclamation in terms of the
underground workings. The bulkhead design report submitted with
this revision states:
The bulkhead designs contained in this report have been
conservatively prepared. Conservatism was necessary because
of the safety and environmental implications of a bulkhead
failure, the long life required for the bulkheads and the
ultimate inaccessibility of the bulkheads.
Based on the mechanics and chemistry of concrete and grout
degradation, as well as any case histories that may be applicable,
what is the best estimate for the functional life-span of the
proposed bulkheads? What, in descending order of probability of
occurrence, are the likely failure modes for the bulkheads at the
end of their functional life? What warning signs will there be
that the bulkheads are failing? And finally, what would be the
probable downstream consequences of the likely failure modes?
If you are unable to prepare your responses to the foregoing
concerns prior to the April 30, 1993 decision date for this
revision, you will have to submit a written request for deadline
extension. Failure to do so would result in revision denial. Once
your responses are received by the Division, we would most likely
set a new decision date to allow Division staff time to review the
responses. On the decision date, whatever that date ultimately
ends up being, the Division will either approve or deny the
revision, or set the matter for a hearing before the Board. If the
matter is set for a hearing, the Division will provide Sunnyside
Gold with a synopsis of the recommendation Division staff will make
to the Board and justifications for that recommendation. Be
reminded that since this revision is open to public comment,
additional concerns in addition to those listed in this letter, may
still come up and need to be addressed by Sunnyside Gold.
If you would like to set up a meeting to discuss issues related to
your technical revision submittal and this list of adequacy
concerns, or if you have any questions, please contact me.
Sincere ,
Allen C.
