• the East River Crossing, and the access roads to the West Portal and East Portal permit boundaries. The <br />West Portal access road is also a recorded right -of -way granted to the Division of Wildlife for access to <br />their properties couth of the mine property. <br />These facilities are shown on Map 15 Surface Disturbance /Post Mining Land Use East Portal and <br />Map 16 Surface Disturbance /Post Mining Land Use West Portal. <br />(c) Backfilling and Grading <br />Map 17 — Post Mining Topography and Cross Sections, shows the approximate final surface <br />configuration for the New Elk Mine facilities. Map 17 shows the post mining topography and cross <br />section in the West Portal and East Portal areas. These areas are where either benches or cut slopes exist <br />and will require grading upon final reclamation. <br />The West Portal, refuse and silo areas shown on cross section A -A', B -B', C -C' and E -E' respectively, <br />can be graded to match the surroundings with a balance of eart. The West Portal fan area will require <br />some fill which will consist of demolition debris from the West Portal Industrial Building covered with <br />fill material from the slope south of the Industrial Building. The non -toxic cover material required to <br />complete the final reclamation of the Development Waste pile will come from the East Portal bench area <br />south of the coal lab. <br />The post mining cross sections for the substation cut area planned for the rock dust bin, and compressor <br />building are shown in Figure 13a. The area cut material will be relocated to the fill areas at the East <br />Portal, graded and reclaimed to approximate original contours. The West Portal, refuse and silo area have <br />been regraded and reclaimed with the exception of the fan and fan housing. <br />• The operational and post mining cross sections for the Bates Portal cut area and haul road are shown in <br />Figure 13b. Fill material to return the area to approximate original contour will be obtained from the <br />material excavated which is stockpiled in subsoil stockpiles no. 1, 2 & 3. <br />Final grading will be the means by which natural drainages intersecting the disturbed area will be <br />continued through the area. Map 17 Post Mining Topography and Cross Sections, shows the drainages <br />that will be established during final grading. Map 13B Post Mining Topography Drainage Basins, <br />shows the associated basins that the drainages will handle. Calculated discharges in these drainages for <br />the 100 -year 24 -hour storm event were provided in Exhibit 19 — Hydrologic Balance of Surface <br />Runoff. Design criteria for these drainages are also provided. The RDA final configuration is shown on <br />Figure 6 Final Configuration and Figure 11 Cross Section A -A' Final Configuration. As requested <br />by the Division, the operator commits to obtaining the flattest possible grades on those areas which have <br />the potential for flood irrigation. <br />(d) Topsoil Removal, Storage and Redistribution <br />Section 2.05.3(5) discusses topsoil removal. Topsoil at the New Elk Mine will be stored in stockpiles. <br />The location of the theses stockpiles is shown on Map 11- Sheet 3 East Portal Facilities. Topsoil piles <br />will be constructed in an oval shape with the top of the pile leveled. A containment ditch will be <br />constructed around each pile. Topsoil piles will be marked as such and seeded with the approved <br />rangeland seed mix (Reference Table 26). <br />u <br />TR55 Page 2.05.46 03/11 <br />
