Date: Saturday, May 26, 2012, 7:44 PM
Doug,
RE: Vegetation: Southfield Portal Area, aka, Facilities Area: This is to advise that EFCI has
submitted a request to the DRMS to relocate the current vegetation "Reference Area" for vegetation
study comparison purposes. The current Reference Area (RA) is located just east of the old Vento
office and east of the former SF explosives bunker site. Dorchester located it there prior to the
permanence of the reclamation laws (pre 1983). This RA only applies to the Portal/Facilities Area.
Dorchester probably chose the current spot for the RA because most of the areas around the perimeter
of the Portal Area have been pre- disturbed. It is on a north facing slope in pine & juniper trees which is
very unlike the Portal Area that is easterly facing and is approved for grasses/ shrubs for reclamation.
EFCI's veg consultant (LM.E., Inc.) has GPS located, delineated & sampled a'proposed' RA site on the
north side of the Portals Area, on the easterly facing slope above the old weigh scale house. He did not
include any of the pre - disturbance in that area for the relocation plot.
Needless to say, Vento, et al, is opposed to relocating the RA - - perhaps just to oppose the request( ?).
Given that the Corley Company owns as much or perhaps more of the respective Portals Area ground
that is impacted by the vegetation success comparisons, EFCI is asking the DRMS if they have advised
landowner Corley Company of this request to relocate the current Vegetation Reference Area.
Tentatively, DBMS is supportive to the Ventos in not approving the relocation of the RA. However,
subsequent to the request submittal, I E, Inc. has obtained more pre- mining photos and maps that
distinctly show pre- disturbance through the currently approved Reference Area. It is obvious that the
current RA is unsuitable for vegetation comparisons concerning the Partals /Facilities Area.
I thought it fair to advise you of this activity and I assume that due to having questioned the DRMS, that
they will be advising you of this revision request or perhaps they have already done so.
George P
