PSCM Adequacy Response <br />05 -28 -2012 <br />1. A "Note to Reviewer" text page is currently at the beginning of each section of the currently <br />approved permit. This note identifies the number of disturbed acres associated with the <br />Peabody Sage Creek Mine permit. Based on the proposed TR4 application, this number has <br />changed. Please revise this page to delineate the correct number of proposed acres. <br />a. A note to reviewer page has been included in this response package with the correct <br />number of disturbed acres. <br />2. Approved page 2.04 -4 identifies 391 acres as the surface disturbance associated with the PSCM <br />portal facilities, stockpile areas, access roads, and haul roads. Proposed page 2.04 -4 identifies <br />355.8 acres which includes the proposed acreage associated with TR4. Please discuss the <br />discrepancy in acreage and ensure that the correct number of acres is identified. <br />a. Page 2.04.4 has been revised to include the correct acreage of 355.8. The discrepancy <br />comes from earlier revisions where the disturbance acreage number was not corrected. <br />3. TR4 proposed page 2.05 -3 identifies 276 acres of disturbance. Please revise this page to <br />identify the correct number of acres proposed in TR4. <br />a. Page 2.05 -3 has been revised to include the correct number of acres identified for TR4. <br />4. TR4 proposed page 2.05 -11, paragraph one, states that the performance bond associated with <br />the existing mine facilities in the north end are currently bonded under the former Seneca II Mine. <br />These facilities are now bonded under the self bond associated with the PSCM. Please revise <br />text as necessary. <br />a. The text has been revised as suggested and included in the adequacy response package. <br />5. Proposed revised pages 2.05 -13 and 2.05 -26 discuss the 100 foot stream buffer zone for Little <br />Grassy Creek. Based on the proposed Map 2.05.3M4 proposed ditches FA -D4 and FA -D9 may <br />be closer than 100 Feet. Please provide a revised Map 2.05.3M4 that identifies the location <br />of Little Grassy Creek and ensure that the proposed surface disturbances and <br />construction activities fall outside of the 100 foot stream buffer zone of Little Grassy <br />Creek. <br />a. The access road representing the surface disturbance in this area has been within 100' for <br />30+ years for the Seneca ll Mine. No additional disturbances associated with PSCM <br />activities will occur within the 100' buffer. <br />6. Proposed revised page 2.05 -14 discusses the mine ventilation system. The proposed revised <br />page states that two ventilation fans will be utilized with one located at a portal entry and one <br />located on a pad above the portal. Details of one vent fan is discussed on proposed revised <br />page 2.05 -14; however the information does not sate which fan the details describe and no details <br />are outlined for an additional fan. Please address the design and construction details of the <br />additional vent fan proposed in the TR4 application. <br />a. Page 2.05 -14 has been revised to explain that the description of the ventilation systems <br />applies to both fans. <br />
