was installed at the bottom and that the well had been intended for a de- watering well but that it was never used
for de- watering. That fits the description of SF87 -09 in the drill logs. EFCI does not have any data as to the
operating condition of SF87 -09 as to quality, flow, recharge, etc. DRMS requires a letter from the landowner
requesting if a monitoring well be converted to a water well or stock water well. The request must be approved,
via a Technical Revision, by both the DRMS and the Division of Water. Since EFCI has no water data on SF87 -
09, I don't know what the regulators might require.
Newlin Creek: I offered the one flow measurement of Newlin Creek at the Mtn Park location (0.8 cfs) to you as a
courtesy to the Corley Company. Perhaps you estimated some flow rates for your own use. Given that water
flow did not reach EFCI's lower sample point this season, there was no way to compare water samples of the two
sites. Regulations require 'both' sites be compared, upper site to lower site, for quality and flow comparisons 'if'
there is water flow to do so.
George P
On Sat, May 26, 2012 at 8:49 AM, W D Corley, Jr. < aiicQatt.net > wrote:
George,
I have contacted the Division of Water Resources which has given me some information regarding conversion of your
exploration drill holes to water wells. While no formal decision has been rendered it would appear that DWR Well
Construction Rules would prohibit permitting of SF87 -07 because of the lack of a steel surface casing. SF87 -09,
however, may be allowed permitting. What are your plans to convert SF87 -07 to a monitoring well? What are your
suggestions for locating all of the exploration drill holes that were not permanently marked? How can we locate the drill
hole that you said that Al Weaver said was probably still open in a Rex Carbon pillar (since there are two Rex Carbon
mines, one on Cribbs /Jackson and one on Corley)?
We received a copy of the DRMS May 15th inspection report which mentions that Rich Munson was going to meet with uE
the week ending May 18th. Since we were not asked to meet that week or the week ending May 25th, is there still to be a
meeting? What are your plans to mitigate the subsidence?
We have continued to monitor Newlin Creek flow at irregular intervals. My last observation was on May 20th when there
was still flow at the Thompson culvert. There still is no sign of flow at the center of section 19. What would be your
estimate of the total flow this year of the water leaving the Mountain Park?
Doug Corley
