No signs of slumping, seeps, bare vegetation patches or other <br />evidence of instability was noted on any of the three fills. <br />HYDROLOGIC BALANCE -Rule 4.05 Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, <br />4.05.6; Discharge Structures 4.05.7, 4.05.10; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface <br />Water Monitoring 4.05.13; Impoundments 4.05.6, 4.05.9; <br />NECC maintains 6 ponds at the Lorencito reclaimed mine site. Pond 5 was holding a small pool of water well <br />below the discharge elevation. During the inspection the small hole in the outlet structure was repaired. NECC <br />ran a bolt with washers through the hole and then sealed it with silicone. This repair appears appropriate. Cow <br />Canyon creek is running at a very low trickle and is almost dry. <br />Pond 8 was mostly dry with a small pool of water in the southern cell. There was no water near the discharge <br />riser, nor was there sign that any water had pooled in the northern cell. <br />Pond 6 remains dry. Repairs have not been conducted on the gully to the east of the emergency spillway channel. <br />These repairs need to be scheduled this construction season. <br />Pond 7 is dry. Bobby indicated that NECC is considering sediment cleanout of Pond 7 this summer. DRMS <br />recommended to evaluate the storage and function of the pond using the current reclaimed and revegetated <br />condition of the slopes. <br />Ponds 9 and 9A were also dry with no evidence of water having recently pooled in either pond. Bobby thought <br />that these ponds my require sediment cleanout this summer as well. The Division has not received information <br />regarding the survey and annual certification for the Lorencito Ponds for 2011 yet. This Annual certification <br />needs to be available with the mine records. <br />ROADS — Rule 4.03 Drainage 4.03.1(4)/4.03.2(4) Surfacing and Maintenance4.03.1(5) and (6)/4.03.2(5) <br />and (6) Reclamation 4.03.1(7)/4.03.2(7): <br />The mine access road is in good condition by some repairs to the south side of the road above Fill 7 where a <br />vehicle went off the road this spring still needs to be repaired and adequate fill over culverts needs to be <br />maintained. <br />Access roads to the ponds were still in adequate condition. <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />One individual tamarisk plant was observed adjacent to the access road above Fill 9. NECC personnel dug this <br />plant up by the roots and disposed of the noxious shrub appropriately. <br />The Division was unable to locate a Rill and Gully report for 2011 in the mine records or 2011 Annual <br />Reclamation Report. Rills and gully formation continues to be a maintenance concern on specific areas of the <br />reclaimed mine. NECC is putting gully repair project to bid for a contractor this summer. DRMS asks that NECC <br />inform the Division of the timing of the work to be performed and the scope of the repairs that will be conducted <br />prior to the work being conducted. <br />Number of Partial Inspection this Fiscal Year: 8 <br />Number of Complete Inspections this Fiscal Year: 3 <br />Page 3 of 8 <br />
