May 1999 Monthly Report
Page 5
• There was no construction activity in any of the sub-basins that Sunnyside felt could
impact water quality.
• Runoff was significant due to the wet snowstorm. Conductivity was relatively high
for the runoff conditions (420 umho).
Sunnyside can only speculate that the May sample caught a peak"first flush" event
magnified by the wet snowstorm runoff. Normally this occurs in March—April but in
1999 the spring snowfall was late possibly delaying the streambed and groundwater flush
event that has been historically observed.
The 12 period moving average of index values for dissolved zinc at A-72 (graph
attached) rose to +0.63 in May and dropped back to+0.61 with the low June monitoring
results. These values are above the +0.577 value (Consent Decree Appendix A-3(d))
because of the magnitude of the May residual (+4.26) and not due to a continuing pattern
with the residual >+2.0 or an occurrence that could be related to the remediation projects
or mine pool. It can be expected that the 12 period moving average will remain above
+0.577 for the remainder of 1999. If as provided for in the Consent Decree, WQCD
would like to meet and discuss the data please contact me to arrange a meeting date.
If you have any questions on this report, please contact me.
I certify under penalty of law that
I have personally examined and am Sincerely,
familiar with the information submitted
herein: and based on my inquiry of -
those individuals immediately responsible Larry Perino
for obtaining the information, I believe Reclamation Manager
the submitted information is true, accurate
and complete. I am aware that there are
significant penalties for submitting false
information, including the possibility of fine
and imprisonment. See 15 U.S.C. Section 1001
and 33 U.S.C. Section 1319
cc: EPA—Melanie Pallman
EPA Region 8 (ENF-T)
DMG—Wally Erickson
Allen Sorenson
