Mr. Don Simpson •
Permits and Enforcement Section
Water Quality Control Division
Colorado Department of Health
March 21, 1983
Page 2
WD:mb
3. Seepage control meaaures submitted for Tailings Pond No. 4 were
developed to eliminate lateral seepage visibly exiting the embank-
ment toe only, and not to eliminate or contain vertical seepage
occurring through the pond and alluvium below. The stability of
the tailings impoundment is based on seepage through the pond
and underlying substrate to maintain minimum phreatic levels in
the pond embankment.
4. Infiltration of waters from the Animas River into the tailings
embankment toe was determined by visual inspection during high
runoff. No water Quality analyses were performed to determine
the flow origin because contamination problems exist at the toe
due to windblown and eroded tailings material from the embankment.
S. Seepage control plans submitted for Tailings Pond No. 4 to date
do not propose installation of a positive outfall or discharge
point, and amendment to the discharge permit issued for the mill
facility is not anticipated.
I believe the preceeding information addresses your request.
