May 21, 2012 C -2009- 087 /Peabody Sage Creek Mine JDM <br />The upper sump was holding water at the time of the inspection. Water was discharging from the Pecoco Pond <br />into the upper sump with a small amount of discharge noted from the upper sump into ditch RC -D3. The <br />embankments of the upper sump were bare and were stable at the time of the inspection. No problems were noted <br />with the exception of the following: <br />- As with the April 2012 inspection, at the left and the right of the primary spillway CMP, the ground appeared to <br />be saturated with moisture. All other areas around the outside of the sump embankments were dry. According to <br />Scott Cowman of PSCM, mine personnel have identified this area as ground water that is percolating to the <br />surface. The location that is saturated sits below the lowest elevation of the Upper Sump; this might exclude the <br />Upper Sump as the source of the saturation of the Area. This are should be monitored to ensure instability of the <br />Upper Sump and Ditch RC -D3 is not compromised. <br />- The embankments of the Upper Sump is beginning to display Whitetop growth. The initial stages of grass <br />growth are occurring; however noxious and invasive weeds should be addressed. <br />The lower sump was holding water and discharging at the time of the inspection. The embankments were stable <br />with little to no vegetation established. No problems were noted with the exception of the following: <br />- There appeared to be a discoloration of the water at the outlet of the emergency spillway to the east of the <br />primary discharge. This area appeared to be saturated; however, it did not appear to be flowing from the inlet of <br />the emergency spillway. This area should be monitored to ensure that a seep or leak has not initiated at the toe of <br />the lower sump embankment. <br />pr -- - <br />Lower Sump <br />It is noted that Technical Revision No.4 is currently in the process of review by the Division. This revision <br />addresses the drainage and sediment control plan at the Peabody Sage Creek Mine and as -built locations of ditches <br />and culverts on the ground. <br />Number of Partial Inspection this Fiscal Year: 10 <br />Number of Complete Inspections this Fiscal Year: 4 <br />Page 4 of 8 <br />
