MANAGEMENT <br />Re: New Elk Mine Permit C- 1981 -012 <br />Technical Revision Application No. 66 <br />Haul Road to Refuse Disposal Area (RDA), Change designation of an access <br />road to a haul road, revise DWDA #2 design, Add Employee Parking lot and <br />other miscellaneous drainage revisions. <br />On behalf of New Elk Coal Company, (NECC) enclosed is an application for a technical <br />revision to 1) construct a haul road to the refuse disposal area, 2) change the <br />designation of an access road to a haul road, 3) change the design parameters of <br />DWDA #2, 4) add an employee parking lot and add a culvert to protect the footings of <br />the raw coal conveyor, and 5) revise the drainage plan near the RDA conveyor. <br />RDA Haul Road: Currently, NECC uses the access road to the RDA for maintenance, <br />and conveys coal mine waste to the disposal area with the RDA conveyor. With <br />approval of this technical revision, NECC will have the ability to haul coal mine waste to <br />the RDA pile to increase coal mine waste disposal efficiency. A new haul road design <br />is provided since the currently permitted access road does not meet the specifications <br />of Rule 4.03.1(3) for a haul road. Design for ditches and culverts is included as Exhibit <br />19(24). <br />Change Access Road to Haul Road: As shown on Map -11 Sheet 1, a section of access <br />road will be changed to a haul road in anticipation of hauling waste to the West DWDA <br />(DWDA #3). The applicable portion of the access road starts a the four -way <br />intersection, north and east of the soil storage area, and continues west to the extents <br />shown on Map 11 Sheet 1. The remainder of the haul road to the West DWDA was <br />submitted as part of TR -65. <br />DWDA #2 Design Change: The design for DWDA #2 has been revised. The currently <br />permitted pile is 30' high with 2h:1 v side slopes. This revision will allow for the pile to be <br />built up to 50' high with 2h:1 v side slopes. A stability report is attached as Exhibit 37(1). <br />A hydraulic analysis for DWDA #2 was prepared for MR -112 and will not change based <br />on this revision. <br />
