OBSERVATIONS <br />The primary focus of this inspection was to assess the site status for TC. <br />PERMIT #: M -1977 -559 <br />INSPECTOR'S INITIALS: TC1 <br />INSPECTION DATE: April 10, 2012 <br />This inspection was performed as part of a request by the Operator, Valco Canon City Concrete Div. (Valco) to <br />enter Temporary Cessation (TC). The request was received by the Division on February 22, 2012. According to <br />the TC request, operations were completed around June 30, 2010. Valco was represented during the inspection <br />by Tom Brubaker. The Canon City East Pit site entrance is about 1 1/2 miles south of U.S. Hwy 50 on MacKenzie <br />Ave. on th east side of Canon City. The site consists of two parcels: —10 acres of exposed groundwater on the <br />west side of MacKenzie Ave., and —17 acres of exposed groundwater on the east side of MacKenzie Ave. <br />Inspection: <br />A permit sign was displayed at the site entrance (see Photo 1). The areas on both sides of MacKenzie Ave. are <br />surrounded by fence and access is controlled by gates. <br />A comparison with the previous inspection report notes little change in the site status with the exception of the <br />removal of the fuel tank (see Photo 2). Drums are still in the fuel tank concrete containment area. However, it <br />appears the empty drums outside the containment area have been removed. <br />Two items not noted in the previous inspection report are: 1) the aluminum dewatering pipe associated with the <br />west pit was observed near the Arkansas River on the south end of the west pit (see Photos 3 and 4), and 2) a <br />considerable amount of washed out concrete was observed on the west side of the east pit on the bank of the <br />pond (see Photo 5). <br />File Review Notes: <br />• The total permitted area is 51 acres. <br />• The previous inspection was performed on 8/11/2011. No problems were noted. <br />• There is a $45,000.00 financial warranty (corporate surety) for the site. This was deemed adequate for <br />reclamation during the previous inspection. <br />• Annual fees and reports are up to date through February 2012. <br />• The post -mine land use is wildlife habitat. <br />• The Division received the approved substitute water supply plan (SWSP) from the Office of the State <br />Engineer (OSE) on April 25, 2012. The approval period is from 6/1/2011 to 5/31/2013. <br />Current Stipulations: <br />None. <br />Recommendations: <br />The Division recommends the following tasks be performed by the Operator: <br />1. Continue to monitor the site for weed control as necessary. <br />2. Continue to monitor the stockpiles on the north and west sides of the west pit pond for signs of erosion. <br />3. Consider removing or breaking up the concrete on the west bank of the east pit pond. <br />4. The aluminum dewatering pipe, remaining equipment (noted in the previous inspection report), drums, <br />buildings, and concrete structures will need to be removed prior to final reclamation release. <br />5. The banks of the west pit pond will need to be backfilled and sloped prior to final reclamation release. <br />Page 2 of 4 <br />
