Hickenlooper <br />Governor <br />Mike King <br />Executive Director <br />Dick Wolfe, P.E. <br />Director /State Engineer <br />RECEIVED <br />' MAY 15 2012 <br />Division of Reclamation, <br />Mining & Safety <br />Your letter dated April 12, 2012, requesting renewal of the above referenced substitute <br />water supply plan to cover depletions caused by an existing gravel mining operation has been <br />reviewed. The required fee of $257 for the renewal of this substitute water supply plan has <br />been submitted (receipt no. 3654847). The original plan was approved on March 26, 1993 and <br />was most recently renewed on August 16, 2011. <br />Plan Operation <br />Mining at the G.L. Pit has been complete since 2002. The original reclamation plan <br />included constructing a lined water storage reservoir. In February 2011, the Division of Mining, <br />Reclamation, and Safety (DRMS) approved Technical Revision 02 (TR -02) changing the <br />reclamation plan to eliminate the lined reservoir and instead backfill all ground water exposure. <br />The previous SWSP request stated that the backfilling of the site in 2010 reduced the exposed <br />surface area from 4.2 acres to 1.0 acre. According to the Applicant, a more recent survey <br />shows that the exposed area is actually 2.3 acres in size. This SWSP assumes the acreage to <br />be 2.3 acres for the entire plan period. Additionally, the lagged depletion model updated the <br />2011 information to reflect 2.3 acres of exposed ground water. Note that all ground water at this <br />site was exposed after December 31, 1980. <br />Depletions <br />The only consumptive use associated with the G.L. Pit site will be from evaporation of <br />exposed groundwater. As mentioned above the current exposed surface area at the G.L. Pit is <br />2.3 acres. Using the previously documented net evaporation rate of 16.76 inches per acre, the <br />total estimated annual consumptive use for this plan is 3.2 acre -feet of evaporation. The <br />evaporation rate accounts for phreatophyte credit. <br />The centroid of the G. L. Pit ground water exposure is located approximately 2,000 feet <br />from the Cache La Poudre River, thus depletions were not assumed to be instantaneous and <br />have been lagged back to the Cache La Poudre River.
