As I perceive your long- <br /> range plans, they propose, the use of a railroad and tunnel system <br /> to move men, equipment, and coal between the wash plant and under- <br /> ground mines. If this becomes a reality, then I would propose <br /> that the existing road system be modified but not eliminated. <br /> Modification would involve reducing the amount of running surface <br /> area to ultimately reduce the natural drainage pattern. <br /> I certainly would not visualize returning the road back to its <br /> original contour, but I can see taking other measures to reduce <br /> the agitation to the fill slopes because of the wide roadbed <br /> supplying large amounts of water in areas of unstable soil conditions. <br /> Sincerely, <br /> VICTOR K.
