COLORADO ZMTENT OF HEALTH
Water Qua Control Division
Rationale - Page 2
PERMIT NUMBER: CO-0000396
FACILITY DESCRIPTION: (Continued) The expected life of the mine is 30 years. A wash plant to clean the coal
is located on site, near discharge point 011 . However, the plant
uses water from the mine in a closed circuit. Thus , there is no
discharge of wash water. The washed coal is sent to a load out facility
located approximately 1 mile east of Carbondale, Colorado along the
Roaring Fork River.
Under the previous permit , the facility had 19 discharge points. However,
because the loadout facility is not contiguous with the mine, it is being
given a separate permit CO-0039136._j
Table 1 below shows the source of water, treatment variations in flow,
amount of flow and receiving stream for each discharge point. Discharge
points 001 and 006 thru 018 are sedimentation ponds designed to contain
surface runoff, flows from these ponds will be seasonal and occur only
after precipitation events or snowmelt. 002 thru 005 discharge mine water
and will flow 2-4 days per week approximately 6 months -per. yeafA
TABLE 1
SUMMARY OF DISCHARGE POINTS FLOW RECIEVING
DESIGN POND VOLUME SOURCE TREATMENT DURATION
DISCHARGE POINT 3/ FLOW gpm ACRE-FEET STREAM
001 N/A 7. 39 Storm Water Sedimentation Seasonal Coal CK.
002 0 1/ N/A Mine Discharge Sedimentation Intermittent S.
