COLORADO DEPARTMENT OF HEALTH <br /> Water Quality Control Division <br /> 4210 East llth Avenue <br /> Denver, Colorado 80220 <br /> RATIONALE <br /> AMENDMENT NO: 2 <br /> MID CONTINENT RESOURCES, INC. <br /> PERMIT NO: CO-0000396 <br /> PITRIN COUNTY <br /> FACILITY DESCRIPTION: <br /> The permittee has requested the addition of four new outfalls and deactivation <br /> of two existing outfalls. The new outfalls, all discharges from surface <br /> runoff ponds, will be numbered 022, 023, 024 and 025. Appendix A of this <br /> rationale shows the description, receiving water, storage capacity and number <br /> of ponds per unit, for the four new outfalls, as well as the existing 19 <br /> outfalls. <br /> Outfall 011, an existing permitted outfall, now discharges to a large bypass - <br /> ditch which flows into the series of ponds which culminate in outfall 001. <br /> Thus, since outfall 011 no longer discharges to state waters, it can be <br /> deactivated. <br /> Outfall 012, known as the outfall from the Arctic Circle Ponds, no longer <br /> serves an active mining area (or a post-mining area). The Colorado Mined Land <br /> Reclamation Division has requested that the two ponds remain to collect water <br /> in the adjacent road ditch to reduce erosion. This activity is unaffiliated <br /> with the coal mining facility. Thus, coverage of this outfall under this <br /> permit is no longer necessary. <br /> The four new outfalls are shown on Page 19 of the permit. <br /> EFFLUENT LIMITATIONS: <br /> The new outfalls 022-025 will be subject to the effluent limitations in Part <br /> I.A.2. of the permit (Pages 3 and 4) and the monitoring requirements of Part <br /> I.A.4b (Page 5a). An explanation of the limitations and their rationale <br /> appears in the addendum to rationale dated March 4, 1983. <br />
