Photographs were taken by Harry <br />Ranney of the DRMS on Thursday, May 3, 2012. The photos were analyzed and interpreted by <br />Marcia Talvitie, also of the DRMS. <br /> <br />The Carbon Junction Mine permit area lies immediately adjacent to the Ewing Mesa Pit No. 1, a <br />gravel pit which was substantially reclaimed in 2005. Reclamation of the coal permit disturbed <br />areas was accomplished in 2003, 2006 and 2009. Photo 1 shows the combined permit areas, <br />looking to the northwest. <br /> <br />BACKFILL and GRADING Rule 4.14 <br />Contemporaneous Reclamation 4.14.1; Approximate Original Contour 4.14.2; Highwall <br />Elimination 4.14.1(2)(f); Steep Slopes 4.14.2, 4.27; Handling of Acid and Toxic Materials <br />4.14.3; Stabilization of Rills and Gullies 4.14.6: <br /> <br />The reclaimed North Pit, although it slopes steeply to the south, appears to be stable. A zone <br />of concentrated flow is visible in Photo 2, but no evidence of erosional instability is seen. <br /> <br />EXCESS SPOIL and DEVELOPMENT WASTE Rule 4.09 <br />Placement; Drainage Control; Surface Stabilization: <br /> <br />Permanent Disposal of Excess Spoil was approved for this permit within a portion of the <br />original Carbon Junction Canyon.
