April 2012 <br />INTRODUCTION <br />Page iv <br />The purpose of this Oil Spill Prevention Control and Countermeasure (SPCC) Plan is to prevent <br />oil spills from occurring, and to ensure a safe, efficient, and timely response in the event of a <br />spill or leak. This Plan will further serve as a reference for oil storage information and testing <br />records as well as a guide to periodic inspections and a resource during an emergency response. <br />In accordance with Title 40, Code of Federal Regulations, Part 112 [40 CFR 112], NECC must <br />prepare and implement a revised SPCC plan for facilities that store in excess of 1,320 gallons of <br />oil that could reasonably be expected to discharge oil. Further, since the last submittal of a <br />SPCC Plan was completed in 1995, this Plan serves as a revision of that Plan with the <br />appropriate updates made with changes in accordance with 40 CFR 112. <br />The content of this SPCC Plan has been prepared according to sound engineering practices and <br />has the full approval of management to commit the necessary resources to fully implement the <br />Plan. In addition to satisfying the regulatory requirements, this SPCC Plan will also serve as a <br />working document at the NECC facility. Ideally the plan should be used frequently in the <br />following ways: <br />• As a reference for oil storage and containment system information <br />• As a tool for informing new employees and refreshing existing employees on practices <br />for preventing and responding to spills <br />• As a guide to periodic training programs for employees <br />• As a guide to facility inspections <br />• As a resource during an emergency response <br />SPCC Plan <br />MR 115 Page 27 -6 Rev.
