May 17, 2012 C- 1981 - 028 /Keenesburg Strip Mine JLE <br />The road from the shop facilities to Sediment Pond 2 and the B Pit was observed during the inspection. Also, the <br />access road from the shop facilities to the topsand piles A -I and B -1 were observed. The roads were graded and <br />maintained and the roadside ditches were in good shape. <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />Two small excavation areas was observed in the long term spoil pile at the northern end and southern end where <br />the Operator is taking material to be used in Pit B. <br />According to Mr. Kipp, six loads of ash were delivered and dumped in the pit today. It was clear spoil had been <br />placed on the recently backfilled ash in accordance with the approved plan. <br />REVEGETATION — Rule 4.15 <br />Area 31 is the most recently reclaimed parcel and the vegetation cover is not as developed as areas 30 and 29. <br />Overall the desired vegetation appears to be developing well. Cheatgrass was observed throughout the parcel. <br />Area 30 contained significantly more cheatgrass than areas 31 and 29. However large stands of perennial grasses <br />were observed. <br />Area 29 has been treated with a pre- emergent herbicide for cheatgrass and has been mowed. The perennial <br />vegetation is establishing well and significantly less cheatgrass was observed in this parcel. <br />Area 23 was also treated with the pre- emergent herbicide. Only a few patches of cheatgrass were observed. <br />Area 25 has very sparse vegetation established. Very little cheatgrass was observed in the parcel. <br />SUPPORT FACILITIES - Rule 4.04: <br />The mine shop and yard were observed and no problems were noted. <br />SIGNS AND MARKERS — Rule 4.02: <br />The entrance sign was in good shape and included the necessary information. The pennit boundary appears to be <br />delineated by a barbed wire fence. <br />TOPSOIL — Rule 4.06 <br />Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution 4.06.4: <br />Topsand pile A-3, A -I and B -1 was stable and vegetated. <br />Number of Partial Inspection this Fiscal Year: 7 <br />Number of Complete Inspections this Fiscal Year: 4 <br />Page 3 of 5 <br />
