which is the area of all surface facilities and operations , <br /> is within the White River National Forest , and has been <br /> under U . S . Forest Service management since 1913 . The south <br /> and west slopes of Huntsman Ridge , which overlie the under- <br /> ground workings , are in the Gunnison National Forest . <br /> Longstanding policy of the U. S . Forest Service is <br /> to manage the National Forest Lands for outdoor recreation, <br /> range, timber , watershed , wildlife and fish purposes . The <br /> Congressional directive of P .L. 86-517 , the Multiple Use <br /> Sustained Yield Act of 1960, is that such land uses have a <br /> multiple use for sustained yield . <br /> As defined in the Act (P . L . 86-517) : <br /> "Multiple Use" means the management of the various <br /> renewable surface resources . . . so that they are <br /> utilized in the combination that will best meet the <br /> needs of the American People ; making the most judicious <br /> use of the land for some or all of these resources . . - <br /> . without impairment of the productivity of the land , <br /> with consideration being given to the relative values <br /> of the various resources . . . <br /> "Sustained yield" means the achievement and maintenance <br /> in perpetuity of a high level annual or regular periodic <br /> output of the various renewable resources of the national <br /> forests without impairment of the productivity of the <br /> land . " <br /> Uses made of the permit area , or to which it is <br /> suited, include : <br /> Wildlife Habitat <br /> Rangeland <br /> Developed Water Resources <br /> Recreation <br /> a .
