May 8, 2012 C- 1981 - 041 /Roadside Portals MPB <br />The CRDA waste disposal sites were stable, diversions and perimeter ditches appeared functional. The RSRDA <br />was inspected at the South Portal. This refuse pile is stable with well constructed perimeter ditches (see Photo No. <br />1). The vegetation is well established on the RSRDA and is beginning to green up. <br />ROADS — Rule 4.03 <br />Construction 4.03.1(3)/4.03.2(3) <br />Drainage 4.03.1(4)/4.03.2(4) <br />Surfacing and Maintenance4.03.1(5) and (6)14.03.2(5) and (6) <br />Reclamation 4.03.1(7)/4.03.2(7): <br />Roads were dry and in good condition. Road ditches and road culverts were generally well maintained throughout <br />the various mine site locations and support facility areas. <br />SUPPORT FACILITIES - Rule 4.04: <br />The 2 -West Portals and substation sites were inspected. The silt fences were repaired at the 2 -West Portals during <br />the inspection (see Photograph No. 2). Vegetative cover is coming in very nicely at the substation (Photograph <br />No. 3). All of these locations are stable and well maintained. <br />At the North Decline reclaimed area, the location of former Pond 7 and the reclaimed sumps along the permanent <br />drainage were viewed. The vegetation at reclaimed Pond 7 was sparse with a significant component of cheat <br />grass. See attached Photograph No. 4 taken from the access road above the North Decline area. <br />The North Portals area was inspected. Photograph No. 5 shows the reclaimed North Portals location. <br />The entire length of the clean water diversion ditch at the reclaimed North Portals from the Coal Canyon Access <br />road to the flume on the east end was inspected. The ditch remains in good condition with only a minor amount of <br />cutting near the central portion of the ditch. This is scheduled to be repaired following the approval of pending <br />Permit Revision No.5. The clean water ditch will be retained as a permanent feature. A smaller diversion which <br />runs east from the portal location will be reclaimed and the flume that discharges to the Highline Canal will be <br />removed and replaced with a riprap channel. Any other repairs or maintenance will be done at that time.
