The plan <br /> provides general concepts that seem to be consistent with the information <br /> given during our February 11 , 1987 meeting. <br /> We have a few questions as discussed below. Please respond at your earliest <br /> convenience, but prior to beginning reclamation actitivities. Changes to the <br /> approved plan may necessitate a simple technical revision. <br /> 1 . It is our understanding that area slopes will be no steeper than 3H:1V <br /> (page 10-4; July 11 , 1980 submittal ), this will be of particular importance <br /> along the pond shorelines (see Rule 6.1 (f) of the Minerals Rules and <br /> Regulations). The plan also specifies reapplication of four to twelve inches <br /> of topsoil and subsequent revegetation. Please review the approved plan and <br /> submit a revision proposal if you wish to change anything. <br /> 2. Will the channel rerouting activities require Army Corps of Engineers <br /> approval? If so, specify your plans in this regard. - - <br /> 3. How will the diversion channel be reclaimed? Provide details. <br /> 4. Reconstruction of perennial stream channels can pose significant <br /> challenges. Please discuss, in detail , the operator's plan to reconstruct the <br /> Arkansas River channel through the pit area. Include details necessary to <br /> ensure that the new channel will be stable and that upstream and downstream <br /> channel degradation or aggradition will not be a problem. How will the <br /> operator prevent downstream sedimentation during operations? Include maps and <br /> channel profile and cross-section designs.
