yew° STATE OF COLORADO
* * Roy Romer, Governor
DEPARTMENT OF NATURAL RESOURCES
MINED LAND RECLAMATION DIVISION
DAVID C. SHELTON, Director
DATE: April 28, 1987
TO: Mr. Jeffrey W. Todd
FROM: David 9erry
RE: Pre-Amendment file Review - Climax Molybdenum Company -
Climax Mine - File No. M-77-493
This memorandum provides details regarding issues that should be addressed in
the forthcoming Climax Mine amendment.
Amendment Organization
The existing permit document is not arranged in accordance with the required
permit exhibit structure. The amendment should be structured according to the
requirements of Rule 2 of the Minerals Rules and Regulations. Much of the
included information, though interesting, is not relevant to permit issues.
An introduction section may be appropriate to accommodate such sections as
those currently labeled "Land Use History" or "Outdoor Recreation/Scenic".
The mine includes several different areas such as the open pit, mill and waste
rock areas, access roads and the tailing impoundments. Each type of
disturbance will require a different reclamation plan and some variation of
the existing disturbance itemization scheme will be useful . Perhaps some of
the existing disturbance categories can be grouped together.
The amendment should be designed so that the new submittal can replace the
previous documents. This will be a good opportunity to reassess all aspects
of the existing materials. Relevant information will be retained, whereas any
outdated information will be deleted. The new submittal should also
incorporate any adequacy correspondence materials generated since 1977.
423 Centennial Building, 1313 Sherman Street Denver, Colorado 80203-2273 Tel. (303) 866-3567
